Most residents never think about where the City Government of Bislig keeps its money. But three resolutions adopted on October 20, 2026 give a rare look at how the city's cash moves, and who it is meant to reach.
Two banks, one monthly transfer
The city holds accounts in two government-owned banks: the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP). Every month, the City Treasurer moves a set amount from the LandBank account to the DBP account.
Under Resolution No. 2026-817, the Sangguniang Panlungsod authorized Mayor Florencio C. Garay, through the City Treasurer, to raise that monthly transfer from P25 million to P35 million.
The request came from the City Treasurer's Office in a letter dated October 14, 2026, endorsed by the mayor. According to the resolution, it started with a communication from DBP's Mangagoy Branch, through branch head Mr. Joyce C. Patiño, "regarding the request for additional transfer of deposit."
Why the city needs more in DBP
The resolution lists what is drawing down the city's DBP funds:
- Upcoming gratuity payouts for Job Order (JO) and Contract of Service (COS) personnel
- Higher disbursements of salaries and wages
- Proposed ATM payouts for Solo Parents and Barangay Tanods
- Increasing recurring operating expenses
The bigger transfer, the council said, "will ensure that the city maintains its required deposit level and seamlessly covers its financial obligations and social welfare commitments."
The resolution does not say when the solo parent and tanod ATM payouts will start or how much each person will receive. Those details would come from the city offices running the programs.
DBP also handles payroll and salary loans
Two companion resolutions adopted the same day show how much of the city's day-to-day spending runs through DBP:
- Resolution No. 2026-819 renews the Payroll Servicing Agreement with DBP for JO and COS employees. The council said renewal is needed "to ensure uninterrupted payroll operations and seamless disbursement of compensation and benefits" to that workforce.
- Resolution No. 2026-818 renews the city's agreement with DBP on a Salary Loan Facility for qualified city officers and employees, which the resolution describes as "a continuing program of the Bank" meant to "help ease the financial burden of qualified borrowers."
Why this is worth knowing
Gratuity pay is a one-time cash benefit that government agencies may grant to JO and COS workers, who do not receive the year-end bonuses that regular employees get. The city's own resolution confirms that a gratuity payout for Bislig's JO and COS personnel is coming, though it does not give a date or amount.
For solo parents and barangay tanods, the resolution is an early sign that the city plans to pay their benefits through ATM accounts rather than over-the-counter cash releases.
Where to ask
City workers with questions about payroll or salary loans can contact the City Human Resource Management Office or DBP's Mangagoy Branch. Solo parents and tanods can ask the City Social Welfare and Development Office and their barangay halls about the planned ATM payouts.
