A solar power plant may be coming to Barangay San Fernando. On September 1, 2026, the Bislig City council adopted a resolution saying it has no objection to the construction of an 8-megawatt solar embedded power plant there, proposed by a company called Jether Engineering Services.
What the council approved
Resolution No. 2026-745 was adopted during the 59th regular session of the Tenth Sangguniang Panlungsod, with Vice Mayor Conrad C. Cejoco presiding. It was sponsored by Councilors Reynaldo V. Dominguez, Victor B. Alvar, Jr., Romeo F. Cacayan and Paul E. Vicencio, and by Vice Mayor Cejoco.
According to the resolution, the council received a proposal from Jether Engineering Services of Bislig City to build the plant in San Fernando. After reviewing it, the council said it "finds no legal, social, or environmental impediment to the project," provided that all environmental laws, local zoning ordinances and permit requirements are strictly followed.
A resolution of no objection is not a construction permit or a license to sell power. It is the city council's statement that it does not oppose the project. The developer would still need the permits and approvals that national law requires for a power plant.
What an "embedded" plant means
Most large power plants feed the national transmission grid. An embedded generator connects instead to the distribution network of the local power utility. A pending House bill on the subject, House Bill No. 858 of the 20th Congress, describes embedded generation as plants connected directly to distribution utilities rather than to the transmission network.
The resolution says this setup is the point. It states that the plant "will directly supply power to the local distribution grid," which it expects to help stabilize local supply, reduce voltage fluctuations and improve power reliability for households and businesses in Bislig.
Bislig's power distributor is the Surigao del Sur I Electric Cooperative (SURSECO I), which is based in the city. The resolution does not name SURSECO I, and it does not say whether a power supply agreement has been signed with any buyer.
Expected benefits, according to the resolution
The council lists these reasons for supporting the project:
- It aligns with national energy goals and the city's economic development objectives.
- It cites Republic Act No. 9513, the Renewable Energy Act of 2008, which aims to speed up the development of renewable energy, reduce dependence on fossil fuels and cut greenhouse gas emissions.
- It is expected to create local jobs during construction and operation.
- It would bring in additional local revenue through taxes and fees.
What is not yet known
The resolution does not give the project's cost, the size of the site, the exact location within San Fernando or a construction timeline. Bislig Today searched public sources and found no other published information about Jether Engineering Services or this project. We will update readers when more details become public.
Other energy-related items before the council
Energy and resource projects have come up at other recent sessions. On October 6, 2026, the council adopted Resolution No. 2026-795, interposing no objection to an application by a private individual for small-scale coal mining at Km. 18, Purok 4, Barangay San Jose.
