Three recent actions of Bislig's Sangguniang Panlungsod touch the city's public health service in Mangagoy, the barangay where roughly a third of Bislig's residents live. One creates a permanent doctor's position, one hires a physician consultant through December, and one questions the building permit of a new health facility.

A Medical Officer III post for the Mangagoy zone

Ordinance No. 2026-22, enacted on August 11, 2026, during the council's 56th regular session and approved by Mayor Florencio C. Garay on August 27, 2026, creates the position of Medical Officer III, Salary Grade 21, in the City Health Office (Mangagoy Zone). It was authored by Councilor Romeo F. Cacayan and sponsored by Councilors Jonas A. Cacayan, Alfredo J. Carmelo and Florio S. Josafat Jr., and Vice Mayor Conrad C. Cejoco.

The new post replaces an existing Medical Officer IV, Salary Grade 23 position (Item No. CHOMGY-002), which the ordinance says was recommended for dissolution. The reason, according to the ordinance, is a budget rule: Local Budget Circular No. 53, series of 1993, limits the highest positions below assistant department head in component cities like Bislig to Salary Grade 22. A Grade 23 doctor's post did not comply.

The ordinance says the change started with a request from the City Human Resource Management Office on May 19, 2026, after a review found discrepancies in the city's plantilla. It also responds to observations in Sangguniang Panlalawigan Resolution No. 1017-26, series of 2026, from the provincial board. The same day, the council also enacted Ordinance No. 2026-21, which dissolves various position titles in the city's plantilla.

The ordinance gives a public health reason too. It says population growth and more cases of communicable and non-communicable diseases have "significantly increased patient volume in LGU health facilities," and that a Medical Officer III will help reduce waiting times.

Who qualifies and what the job covers

The position is permanent. Applicants need a Doctor of Medicine degree and physician eligibility under Republic Act No. 1080. No prior experience or training is required.

The listed duties include directing health service delivery, enforcing public health ordinances, preparing vital statistics and reports, conducting health programs and health education, supervising staff, and signing birth and death certificates and handling medico-legal concerns.

A physician consultant through December

Separately, Resolution No. 2026-752, adopted on September 8, 2026, authorizes the mayor to sign a consultancy contract with Dr. Excelente Jesus Exito M. Tajo as Consultant for the City Health Office in Mangagoy. The contract runs from September 1 to December 31, 2026, at P50,000 a month, subject to Commission on Audit rules.

The resolution says there is "a vital need for expert medical consultation, advisory, and technical supervision" to improve the office's operations, emergency response and public health services.

Questions about the Super Health Center

On October 20, 2026, the council adopted Resolution No. 2026-838, which calls for a coordination meeting with the Department of Public Works and Highways (DPWH), the City Engineering Office, and the contractor of the Super Health Center "to shed light on the status of the building permit of the newly constructed Super Health Center in the City of Bislig."

As of October 29, 2026, only the resolution's title had been posted on the city's website. The full text, which would explain what prompted the question, was not yet available, and no meeting date has been announced.

What this means for patients

None of these actions changes clinic hours or services on its own. The Medical Officer III post still has to be filled through civil service hiring, and the consultancy ends on December 31 unless renewed. Residents with questions about consultations or certificates should go directly to the City Health Office in Mangagoy.
