If you rent a stall at a Bislig public market or run a vehicle out of the city's terminal, your fees are rising in steps, not all at once. City Ordinance No. 2026-06, the "Supplemental Local Revenue Code Ordinance of 2026," spreads out the higher rates set by the city's 2025 Local Revenue Code over five years, from 2026 to 2030.
Why the city changed course
The Sangguniang Panlungsod passed Ordinance No. 2025-21, the Local Revenue Code of 2025, with increased rental rates for facilities run by the City Economic Enterprise Development Office (CEEDO). According to the minutes of a public hearing held on March 3, 2026, at the Marketsite Open Gymnasium in Mangagoy, many stakeholders complained after the new rates took effect on January 1, 2026.
The CEEDO Management Board then recommended, in its Resolution No. 2026-01, that only 20 percent of the increase be added each year. Committee on Ways and Means chair Councilor Jonas A. Cacayan told the hearing the supplemental measure was a response to the concerns raised. Vice Mayor Conrad C. Cejoco told vendors the figures being presented were close to break-even for the city.
The council enacted the ordinance on March 10, 2026, and Mayor Florencio C. Garay approved it on March 19, 2026. It applies retroactively from January 1, 2026.
How the phase-in works
For each fee, the city takes the gap between the 2025 rate and the new rate, and adds one-fifth of that gap every year. Full rates apply in 2030. These are the CEEDO daily rental rates, in pesos per square meter:
| Stall type | 2025 | 2026 | 2027 | 2028 | 2029 | 2030 |
|---|---|---|---|---|---|---|
| Wet section (fish, meat, dressed chicken) | 9.32 | 11.06 | 12.80 | 14.54 | 16.28 | 18.00 |
| Cold storage and ice storage | 9.32 | 10.46 | 11.60 | 12.74 | 13.88 | 15.00 |
| Dried fish and sari-sari | 6.60 | 7.68 | 8.76 | 9.84 | 10.92 | 12.00 |
| Grocery | 6.60 | 7.68 | 8.76 | 9.84 | 10.92 | 12.00 |
| Marine | 6.60 | 7.88 | 9.16 | 10.44 | 11.72 | 13.00 |
| Fruits, vegetables and grilling (temporary) | 5.50 | 6.60 | 7.70 | 8.80 | 9.90 | 11.00 |
| Grilling and barbecue | 9.30 | 9.84 | 10.38 | 10.92 | 11.46 | 12.00 |
| Livestock | 6.05 | 7.24 | 8.43 | 9.62 | 10.81 | 12.00 |
| Bus terminal and ukay-ukay stalls | 3.32 | 5.06 | 6.80 | 8.54 | 10.28 | 12.00 |
The bus terminal stalls saw the steepest jump, from P3.32 to a full rate of P12. The terminal was later officially renamed the Bislig City Overland Transport Terminal.

Relief for fish and farm product haulers
The ordinance also amends the Aquatic Product Transport (Auxiliary Permit) fee under Section 190 of the revenue code. At the March hearing, the City Agriculture Office said transporters had complained about the P2 fee, and that its final proposal brought it down to P1 on a staggered basis. The schedule is P0.60 in 2026, P0.70 in 2027, P0.80 in 2028, P0.90 in 2029 and P1 in 2030.
One more change
The chair of the council's Committee on Ways and Means now sits on the CEEDO Management Board, which oversees the city's economic enterprises.
