Tricycle fares in Bislig City are no longer a single fixed number. Under a city ordinance approved this year, the fare a driver may charge depends on the price of fuel per liter, with the minimum fare rising by P1 for every P10 increase at the pump.

City Ordinance No. 2026-07, "An Ordinance Prescribing the Fare Matrix for Tricycles and Motorized Trisikads in the City of Bislig," was enacted by the Sangguniang Panlungsod during its 37th regular session on March 31, 2026. Mayor Florencio C. Garay approved it on April 13, 2026, and it took effect upon his approval. The measure was authored by Indigenous Peoples Representative Florio S. Josafat, Jr., and sponsored by Councilors Apolio C. Alvar and Jonas A. Cacayan, Liga ng mga Barangay President Eladio A. Galano, and Vice Mayor Conrad C. Cejoco.

It amends the city's earlier fare rules under Ordinance No. 2008-10 and Ordinance No. 2023-21. In its whereas clauses, the council cites the continuous increase in petroleum prices and the rising cost of basic commodities as the reasons drivers and operators needed an adjustment.

Nine fare levels tied to fuel prices

The heart of the ordinance is a table of nine levels. Each level covers a P10 band in the price of fuel per liter and sets the general fare for the first 4 kilometers:

  • Level 1 (below P70.99 per liter): P15
  • Level 2 (P71 to P80.99): P16
  • Level 3 (P81 to P90.99): P17
  • Level 4 (P91 to P100.99): P18
  • Level 5 (P101 to P110.99): P19
  • Level 6 (P111 to P120.99): P20
  • Level 7 (P121 to P130.99): P21
  • Level 8 (P131 to P140): P22
  • Level 9 (P141.01 to P150): P23

The ordinance says further levels may follow at the same rate of P1 for every additional P10 per liter. It states that the matrix is based on the actual price per liter of fuel, with an additional P5 for every kilometer after the first 4 kilometers. A note in the matrix describes the change from the old rates as a P5 increase in the base fare and a P1 increase per succeeding kilometer, from P4 to P5.

Discounts for students, seniors and PWDs

Students, senior citizens and persons with disabilities get a 20% discount at every level. At Level 1, that means P12 instead of P15 for the first 4 kilometers.

What common trips cost at Level 1

The ordinance groups Bislig's barangays into seven clusters and lists fares from Mangagoy to each destination. At Level 1, examples include:

  • Mangagoy to Comawas: P20
  • Mangagoy to City Hall: P25
  • Mangagoy to Poblacion: P30
  • Mangagoy to San Fernando: P35
  • Mangagoy to Kahayag: P45
  • Mangagoy to San Roque: P55
  • Mangagoy to Coleto: P60
  • Mangagoy to Tinuy-an: P80
  • Mangagoy to Lawigan: P85

A separate table covers trips starting from Scaling, such as Scaling to Sanyata (P20) and Scaling to Mabog (P70). Each of these figures goes up by P1 for every level above Level 1, with the discounted fare shown alongside.

The matrix also covers non-conventional vehicles, which the ordinance refers to as "cars/umbak," operating within the city.

At the same March 31 session, the council also passed Ordinance No. 2026-08, which amends the city's 2023 Tricycle Route Plan by moving from a route-based model to a clustering-based model. The seven clusters in the new fare matrix follow that grouping.

Where to read it

The full text, including every destination in all seven clusters, is posted on the city government's Ordinances 2026 page at bislig.gov.ph. Passengers who think they were overcharged can compare their fare against the table for the current fuel price level. The ordinance itself does not name which level is in force on a given day, since that depends on the pump price of fuel at the time.
