The City Government of Bislig, through its official Facebook page, announced this week that another local senior citizens' pension payout has been "successfully conducted." It is the kind of routine city government post that is easy to scroll past, but for the thousands of elderly Bisliganons who rely on it, it is a recurring lifeline worth understanding.

What the social pension actually is

The Social Pension Program for Indigent Senior Citizens is a national program run by the Department of Social Welfare and Development (DSWD), which provides a monthly stipend of ₱500 to qualified elderly Filipinos who are not receiving a pension from SSS, GSIS, or a similar source. In Bislig, the City Social Welfare and Development Office (CSWDO) and the Office of the Senior Citizens Affairs (OSCA), under Mayor Florencio C. Garay, coordinate with DSWD to get that money into beneficiaries' hands at payout events held across the city's 24 barangays.

The scale is easy to underestimate. In 2022, 5,551 senior citizens across Bislig's barangays received a combined ₱8,326,500 in a single quarterly payout. By the first semester of 2024, the number of local beneficiaries had grown to 5,797. That is a significant share of the city's elderly population depending on a payout that happens a few times a year, not monthly, since local payout events are typically run in batches covering several months of accumulated stipend at once.

Who qualifies

To be eligible for the social pension, a senior citizen generally needs to be:

  • A Filipino citizen residing in Bislig City for at least six months
  • At least 60 years old (the national program prioritizes those 65 and up, with expanded eligibility for indigent seniors)
  • Not currently receiving a pension from SSS, GSIS, or another retirement fund
  • Certified as "indigent" by the local social welfare office, based on income and living conditions

Senior citizens who believe they qualify but have not yet been enrolled should visit the OSCA office at Bislig City Hall directly, bringing a valid ID and proof of residency. Existing beneficiaries who missed a scheduled payout in their barangay can also follow up there rather than assume they have lost their slot, payout schedules sometimes run across multiple days per barangay cluster.
