Bislig's campus journalists who brought home medals from this year's regional press conference are getting a cash reward from the city.
The resolution
Resolution No. 2026-680, adopted by the Sangguniang Panlungsod on August 18, 2026, during its 57th regular session, authorizes Mayor Florencio C. Garay to allocate incentives for winners of the 2026 Regional Schools Press Conference (RSPC) in individual and group events.
It was sponsored by Councilors Apolio C. Alvar and Jonas A. Cacayan, Indigenous Peoples Representative Florio S. Josafat Jr., SK Federation President Ana Mae M. Agusa, and Vice Mayor Conrad C. Cejoco.
According to the resolution, 14 campus journalists from Bislig schools reached the podium at the regional competition: five first-place winners, three second-place winners and six third-place winners, across individual and group categories.
How much each winner gets
| Placing | Number of winners | Incentive each | Subtotal |
|---|---|---|---|
| First place | 5 | P7,000 | P35,000 |
| Second place | 3 | P3,000 | P9,000 |
| Third place | 6 | P1,500 | P9,000 |
| Total | 14 | P53,000 |
The council said the money is meant "to celebrate this exceptional feat and to continuously motivate our youth toward academic and journalistic excellence." It credited "the hard work of the students, the dedication of their school paper advisers, and the continuous educational development supported by our city's public school system."
The resolution does not name the individual winners or the events they won.
Where the money comes from
The resolution cites Section 100(c) of the Local Government Code of 1991, which governs the Special Education Fund (SEF). In the council's reading, the SEF covers the operation and maintenance of public schools, "including the promotion of sports, cultural, and academic competitions like journalism conferences." The SEF is funded by an additional 1% tax on real property, collected by the city on top of the basic real property tax.
The bigger picture
This year's RSPC was a strong one for Bislig. As Bislig Today reported in July, DepEd Caraga's official results ranked the Schools Division of Bislig City first overall in the School Paper Contest at the 2026 Regional Academic and Skills Development-Regional Schools Press Conference, held February 16 to 20 at Saint Michael College of Caraga in Nasipit, Agusan del Norte. The division also placed first in the elementary school paper contest and second in the secondary contest.
Resolution No. 2026-680 covers the individual and group event winners. It sits alongside a broader city ordinance that pays cash incentives to students and athletes who win medals in DepEd and international competitions.
For winners and their families
Families of RSPC 2026 medalists who have not yet been contacted about the incentive can check with their school paper adviser or the Schools Division Office of Bislig City, which keeps the official list of winners. Release of the money goes through the city's usual budgeting and accounting process.
